Tanzania Tobacco Board

Directorates

Directorate of Crop Development and Regulatory Services

In order to promote and regulate the tobacco industry in the country, Tanzania Tobacco Board through the Directorate of Crop Development and Regulatory Services performs the following responsibilities:

  1. To plan, coordinate, control and evaluate tobacco production services such as Farming arrangement; Grower’s registration; Crop promotion; Crop estimates; Inputs supply modalities; Production infrastructures; A forestation programmes; Farmers’ day/competition; Crop Development Fund establishment and management; Crop research and extension services.
  2. To plan, coordinate, administer and evaluate marketing services, mar-keting research and information, field crop selling arrangements/procedures and domestic as well as export sale arrangements/procedures.
  3. To plan and administer crop quality control services including inspec-torate services.
  4. To enhance adherence to the law and regulations governing tobacco industry on production, processing, promotion and marketing levels.
  5. To verify and inspect inputs to ascertain adherence to approved stand- ards.
  6. To formulate and implement directorate’s policies for efficient running of the Directorates and achievement of set targets and ensuring that the Directorate operates within the approved expenditure budget;
  7. To participate in the implementation of strategic plans of the Board; and
  8. To advise the Director General on all issues related to the tobacco industry and proposing major policy initiatives.

Directorate of Finance

In order to promote and regulate the tobacco industry in the country, Tanzania Tobacco Board through the Directorate of Finance performs the following duties and responsibilities:

  1. To advise the Director General on matters pertaining to Planning and administration of Finance and expenditures of the Board;
  2. To oversee conduct of the financial business of the Board;
  3. To enhance financial and management of accounts;
  4. To compile the annual budget for other charges and Personal Emolument of the Board;
  5. To direct and supervise the preparation of periodical financial reports;
  6. To enhance efficient use of the Board’s revenue for the purchase and provision of services and supplies;
  7. To make follow up the availability of funds from respective organs and managing expenditure budget for the Board and for each department; and
  8. To facilitate auditing of the Boards’ financial statements.

Directorate of Human Resources and Administration

In order to promote and regulate the tobacco industry in the country, Tanzania Tobacco Board through the Directorate of Human Resources and Administration performs the following duties and responsibilities:

  1. To advise the Director General in matters pertaining to administration and Human Resource Planning and development;
  2. To oversee proper records of human resources;
  3. To supervise preparation and execution of Personal Emolument Budget;
  4. To supervise the preparation Human resources and administrative reports;
  5. To administer recruitments, appointments and promotions of Board`s employees;
  6. To oversee adherence to Human Resource Laws, Regulations and Circulars;
  7. To oversee contract management of outsources functions;
  8. To supervise management of Office premises, equipments and their maintenance;
  9. To ensure that employees statutory deductions are effected.
  10. To administer employees` welfare (wages, salaries, and other benefits);
  11. To oversee Training Needs Assessment and preparation of a Training Program.

Directorate of Quality Assurance and Marketing

In order to promote and regulate the tobacco industry in the country, Tanzania Tobacco Board through the Directorate of Quality Assurance and Marketing performs the following duties and responsibilities:

  1. To advise the Director General on all issues related to tobacco quality and markets;
  2. To liaise with other foreign tobacco producing countries as a collective bargaining force at the price negotiation table;
  3. To oversee tobacco promotional activities within and outside the country;
  4. To coordinate, control & evaluate tobacco markets including crop re-search and extension services;
  5. To plan, coordinate, and administer marketing research and field crop selling arrangements;
  6. To formulate rules and regulations for quality control and quality as-surance; and
  7. To oversee adherence to the law and regulations governing tobacco industry on marketing at all levels.
